The limitations of the builder, the architect or the engineer, surround but do not confine the plan of the man or city that pays the bills. What San Francisco needs is an intelligent head to plan and direct, and not a subserviency to such engineering talent as may, while admirable within its own limitations, possess neither the wisdom to appreciate the needs of the city, nor the ability to formulate a comprehensive plan for its betterment.
